Short Answer

Safari needs microphone permission for the site and sometimes a click to start audio. Check Settings, Websites, Microphone.

The page needs permission and a user click to start audio.

After you make the change, play the Spectrum Analyzer again to confirm the result. If the problem is still there, add your device, browser and what you tried in the replies so the team can narrow it down.

Step By Step Fix
  1. Open Safari, Settings, Websites, Microphone and allow
  2. Reload the page and click Start
  3. Check System Settings, Privacy, Microphone
  4. Make sure sound is playing

Allow in Websites fixed mine. I checked it again with the Spectrum Analyzer afterwards to be sure.
