Short Answer

The warning is a safety feature common in Europe. You can confirm once, but keeping volume lower protects hearing. Check Sound settings for the Media volume limit.

EU rules require a warning when listening gets close to 100 dB. You may allow a louder level for the session, but it will return.

After you make the change, play the Decibel Meter again to confirm the result. If the problem is still there, add your device, browser and what you tried in the replies so the team can narrow it down.

Step By Step Fix
  1. Open Settings, Sound, Media volume limit
  2. Tap OK to the warning if you choose to continue
  3. Use the Decibel Meter to check outside noise
  4. Consider noise cancelling headphones to avoid raising volume

Noise cancelling meant I never needed to push the volume. Worth trying before you spend any money.
