Different apps and videos have different mastering levels. Windows notification sounds also play at full level.

After you make the change, play the Decibel Meter again to confirm the result. If the problem is still there, add your device, browser and what you tried in the replies so the team can narrow it down.

Step By Step Fix
  1. Turn on Loudness Equalization in the device enhancements
  2. Set the system sounds scheme to No Sounds
  3. Keep the master volume lower and raise the app volume
  4. Use a volume limiter in your headset app

Loudness Equalization is a lifesaver for headphone listening. Worth trying before you spend any money.
